The cost will depend on income. Registration is only once a year.

EMS - emergency medical services = emergency medical assistance program for people without immigration status and in various other difficult situations: Emergency Medicaid - Health First Colorado

Through EMS, you can access emergency medical care (ER visits) and access to birth control. Benefit is not a guarantee.
